Hemant Virkar

President & CEO

With 30 years of experience as an executive and technical expert, Hemant Virkar is a visionary with a cause—helping organizations make the most of their data for the good of both business and public life. He got his start at the National Institutes of Health (NIH) addressing the business, operational, and transactional side of healthcare informatics. He also served ten years as president of a technology company where he restructured business operations to reduce operating costs 55%, achieve consistent 40% revenue growth rate, and increase the revenue base from $1 million to $30 million.

Yet, it was his experience on the patient side of healthcare—his father’s pancreatic cancer diagnosis—that ignited Mr. Virkar’s passion to meet healthcare’s great need for:

  • vital information in real time,
  • longitudinal data, and
  • basic information retrieval from disparate data sources.

Thus, he founded Digital Infuzion. Healthcare informatics remains a core corporate strength. Still, as business-minded innovator, Mr. Virkar quickly saw that pressing digital transformation and data needs exist across industries and that the talents, perspective, and approach his team had developed could help.

Mr. Virkar has built large-scale enterprise systems for a variety of customers, such as the NIH, Department of Defense, Department of Homeland Security, the World Bank, and the National Science Foundation. He serves on the Clinical Data Interchange Standards Consortium (CDISC) Industry Advisory Board and is active in other organizations with similar missions. Mr. Virkar has an M.S. in Computer Science from The Johns Hopkins University.

Nitin Gupta, PMP

Chief Operating Officer

As a co-founder of Digital Infuzion, Nitin Gupta ensures that innovation and best-of-breed solutions infuse every program we undertake. He is passionate about innovation and creativity within the organization and the solutions we deliver. In addition to his corporate oversight and leadership roles, Mr. Gupta’s expertise is in architecting and implementing custom software applications using a wide range of programming languages, software tools and development methodologies, operating systems and hardware.

Since 1998, Mr. Gupta has been involved in developing web-based clinical research management information systems for Institutes and Centers at the National Institutes of Health (NIH). He collaborates closely with clients to understand their needs and expectations, and motivates project teams to constantly look at solutions from the client’s perspective.

Mr. Gupta is a certified Project Management Professional (PMP) by the Project Management Institute is adept at managing multi-disciplinary teams and in leading and managing the design, development, and deployment of large-scale enterprise systems. He holds a Bachelor's degree in Electronics Engineering from V.J.T.I. (Bombay University) and a Master's degree in Management Information Systems from the University of Maryland.

Eileen Moore

Chief of Staff to the CEO

Ms. Moore joined Digital Infuzion as an Executive Assistant and now serves as the Chief of Staff to the CEO. In that role, Ms. Moore is often the first Digital Infuzion team member new employees, clients, and partners encounter when we begin talking about future work together. Within Digital Infuzion, Ms. Moore coordinates efforts across the organization, linking the leadership team to the broader organization both as a communicator and by monitoring assignments and any resource needs to help ensure that organizational functions operate smoothly. She supports executive planning, time management, and decision-making—monitoring calendars, progress toward goals, and ensuring the CEO and others have the information they need when they need it.

Ms. Moore joined Digital Infuzion from international legal firm, WilmerHale, where lawyers work at the intersection of government, technology, and business. In that role, as at Digital Infuzion, she managed workflows, ensuring that lawyers always had high quality administrative support available when and where they needed it. She holds a Bachelor of Science in Business Administration with a concentration in Marketing and a minor in Economics from Longwood University.

Amr Fahmi

Chief Financial Officer

Amr is an experienced financial executive with over 25 years of experience in the commercial and government contracting sectors. As Digital Infuzion’s Chief Financial Officer, he handles corporate financial management, annual operating budgets and forecasts, M&A due diligence, and capital financing.

Prior to joining Digital Infuzion, Amr served as Vice President Corporate Controller at Dovel Technologies, where he oversaw Finance and Accounting activities and managed integration of business acquisitions.

Amr has extensive knowledge in accounting, financial reporting, budgeting and forecasting, and mergers and acquisitions. He also has strong leadership, communication, analytical, and management skills. He is a mentor to his Finance and Accounting team, supporting their professional development goals.

Amr holds a Bachelor of Science in Accounting from Alexandria University, Egypt, and is a Certified Public Accountant and Chartered Global Management Accountant.

Suresh Varghese

Chief Technology Officer

Suresh Varghese is a co-founder and is responsible for developing Digital Infuzion’s technology strategy. He provides thought leadership in the clinical research domain including clinical trials management and regulatory compliance. For two decades, Mr. Varghese has fostered collaborations and go-to-market strategies with our portfolio of clinical research informatics solutions and domain partners.

Using experience in an array of fields related to federal information technology, Mr. Varghese oversees delivery of innovative digital transformation solutions to a wide range of NIH customers. His diverse leadership experience includes management of IT operations, launching and management of clinical research management innovation and regulatory compliance programs, and clinical research policy.

He has been recognized with multiple NIAID Merit Awards from Dr. Anthony Fauci for leadership on implementing a new clinical research oversight system that led to the approval of an innovative product for HIV/AIDS prevention, computer systems validation and supporting GAO audit. Mr. Varghese was also recognized by the NIAID CIO for his contribution to computer systems validation and the integration of an Institute-wide clinical research management system at NIAID.

A quality and process improvement expert, Mr. Varghese drives his teams to ask the right question: “What problem are we really solving within our client’s organization?” He inspires his teams to understand the root cause and impacts of our clients’ challenges and then develop a long-term, sustainable, best-value solution. Mr. Varghese holds a Master’s in Information Systems from Johns Hopkins University.

Stephan Bour, Ph.D.

Chief Scientific Officer

Dr. Bour brings more than 20 years of experience operating at the intersection of the life- and computer sciences. He holds a Ph.D. in Experimental Medicine from McGill University and post-doctoral training at the National Institute of Allergy and Infectious Diseases (NIAID). Dr. Bour has published 39 scientific papers in peer-reviewed journals for his discoveries on the mechanism of action of the Human Immunodeficiency Virus, using both laboratory and computational techniques.

Dr. Bour brings strong interdisciplinary credentials to Digital Infuzion. He was an early advocate of the merit and potential of computer-assisted scientific research and the founding director of what is now the NIAID Bioinformatics and Computational Biology Branch. Dr. Bour further contributed to the dissemination of bioinformatics approaches to scientific discovery as the director of the Center for Biomedical Informatics and CIO of the National Heart and Lung Institute.

As Digital Infuzion's Chief Scientific Officer, Dr. Bour defines and leads the strategic priorities of the company in addressing the needs of the biomedical research community. These responsibilities include developing meaningful relationships with academia, articulating our scientific capabilities and related product offerings to our existing and prospective customers, and orchestrating the company’s Scientific Data Coordination line of business. Dr. Bour is an innovative solutions architect and certified AWS Cloud Architect who leads multidisciplinary teams who design and build technical solutions for the health and research markets.

Davyd Chung, Ph.D.

Chief Growth Officer

Dr. Chung is a seasoned senior health executive with over 20 years of experience in business development, strategic growth and partnerships, market expansion, client relations, and Federal Health, leveraging his unique and diverse leadership success in the federal government, academia, and industry. He leads Digital Infuzion’s Growth function including market research and analysis, strategic planning, opportunity pipeline, and proposal development.

Prior to joining Digital Infuzion, Dr. Chung served as Vice President, Strategy and Growth, at DLH Corp., where he was responsible for leading business development across the Federal Health market including Health and Human Services (HHS) and Defense Health Agency (DHA). He helped oversee the business development and capture team and managed $2B+ pipeline, capture, and proposal processes.

Additionally, Dr. Chung held various past roles at NIH including Program Director for the Center to Reduce Cancer Health Disparities at the National Cancer Institute (NCI) and Program Officer for National Institute of Child Health and Human Development’s (NICHD) National Children’s Study.

Dr. Chung received his doctorate in Physiological Molecular Biology and Bachelor of Science in Biology from the University of Illinois at Urbana-Champaign.

Rich Mariani

Vice President, Human Resources and Administration

Joining in November 2017, Mr. Mariani brings to Digital Infuzion nearly 30 years of diverse business experience in human resources, talent acquisition, accounting, and auditing. Mr. Mariani has worked at notable organizations such as Marriott International; Booz Allen; technology firm CSRA, Inc., and Astra Zeneca. He is credentialed as a Senior Certified Professional by the Society of Human Resource Management (SHRM-SCP).

Mr. Mariani and Digital Infuzion as a whole take great pride in fostering a corporate culture of creativity, openness, and growth. Since joining Digital Infuzion, Mr. Mariani has made significant impacts to the Human Resources Department by instituting a bi-annual employee engagement survey, fully implementing a company-wide human resources information (HRIS) system, and revitalizing the performance management process. Mr. Mariani earned his Master's in Business Administration from the University of Maryland, College Park in Management and Organization, and his Bachelors of Science in Accounting from Providence College. He serves as the Vice President of Human Resources and Administration at Digital Infuzion.

Tina Tyree, PMP

Vice President, Operations, Client Delivery Services

Tina Tyree is an experienced process-driven Healthcare IT executive who develops and leads high-performing teams and successfully delivers and oversees complex projects to clients within the Department of Health and Human Services. A results-oriented and passionate leader, her 20-plus years of experience encompasses multiple domains including operations, program and project management, governance, quality and process improvement, customer satisfaction, and talent management.

Ms. Tyree holds an MBA and is a PMI-certified Project Management Professional. An operations leader, she heads the Digital Infuzion Project Management Office (PMO) and is responsible for corporate leadership and the successful delivery of federal projects within the Digital Infuzion portfolio. Ms Tyree optimizes and scales delivery services and solutions by implementing flexible frameworks based on industry best practices. She embodies Digital Infuzion’s commitment to successful, authentic, long-term client relationships, empowering teams to deliver high value within scope, schedule, and budget.

Tom McCartan

Vice President, Business Solutions and Architecture

Mr. McCartan is Solutions Architect, Systems Designer and Project Manager with more than 20 years of experience designing, managing, and implementing IT solutions for healthcare, clinical research, consumer-packaged-goods, pharmaceutical, and finance organizations.

His expertise spans gathering and interpreting requirements from disparate groups, building engineering teams, leading software development practices and architecting solutions that require data warehousing, data collection, data mining, data integration, and multiple-format reporting and analytics.

As Digital Infuzion's lead business solutions architect, Mr. McCartan designed, architected and implemented the N of 1 Disease Management Platform, which is an Azure, cloud-based Software as a Service (SaaS) disease management and analytics solution, providing electronic patient reported outcomes (ePRO) questionnaire, analytics, Electronic Data Capturing (EDC) integration and Patient Registry capabilities. Mr. McCartan was instrumental in the pricing, sales and delivery of multi-million dollar, multiyear implementations across more than 10 SaaS customers over 12 years. This also included extensive validation and compliance offerings to several industry standards, including 21 CFR 11, HIPAA, GDPR CMMI and ISO. In addition, Mr. McCartan contributed over 15 years of experience to federal government, NIH enterprise solutions design, architecture and development within several federal institutes.

Stacy Carroll, PMP

Vice President, N of 1 Professional Services

Ms. Carroll has nearly two decades of experience working with customers in government and commercial healthcare organizations to implement clinical trials management and observation outcomes solutions.

As Digital Infuzion's Vice President of N of 1 Professional Services, Ms. Carroll is a member of the executive committee that helps define and implement the strategic direction of the N of 1 Health Research Platform, drives innovation within the platform to improve patient engagement in observational studies, and manages the continued growth of the N of 1 Health Research Platform by delivering exceptional customer service to all of our customers.

The N of 1 Health Research Platform is a SaaS solution used by pharmaceutical companies, biotech companies, patient advocacy/non-profit groups, and academic organizations to implement Patient Registries and Observational Studies in the rare disease domain. Ms. Carroll utilizes her extensive knowledge of U.S. and European regulatory guidelines for clinical systems, data interchange standards such as CDISC ODM and HL7, and best practices for design of electronic case report forms, to help design and implement registry solutions that accelerate the research and help to improve the lives of the rare disease patient community.

Karen Stark, Ph.D.

Vice President of Data Science

Dr. Stark is a computational biologist who holds five patents in machine learning and draws upon triple expertise in mathematics, software development and life science to pioneer analytics and data visualizations.

Holding a Ph.D. from Yale University and having conducted postdoctoral research in the Center for Cancer Research at MIT, she is a frequent ad hoc reviewer of grants and contracts for the National Institute of Allergy and Infectious Diseases within the NIH, in the areas of analytics, bioinformatics, systems biology and computational biology. She has over 25 years of project management, database design, systems analysis, software development, mathematics, statistics, and 17 years at the bench in omics, molecular biology, neural development, cell biology, and behavioral science.

Dr. Stark founded Digital Infuzion's Data Science Services and led the development of Digital Infuzion's artificial intelligence tool, GeneBrain. She was the principal investigator for the Department of Homeland Security and Department of Defense's Biosurveillance Ecosystem project that emphasized intuitive visualizations to make sophisticated mathematical analysis of complex data interpretable to those with no mathematical training. Prior to Digital Infuzion, she founded the computational biology department at Linden Bioscience for multi-omics analysis. Additionally, she headed research in gene expression at Alphagene, the first commercial provider of spotted cDNA microarrays.

An expert in contract negotiations, procurement, and logistics, co-founder Meg Virkar’s rich business background enabled her to design Digital Infuzion as an organization that successfully supports both its mission and its people. By focusing on our most important asset, our people, Ms. Virkar has always been central to producing long-term value for Digital Infuzion. After two decades, our corporate culture remains a testament to the strong foundation she imagined and created as she identified and developed talent, trained teams, and aligned our people with the company’s vision and goals.

Ms. Virkar’s experience with start-ups has been instrumental in Digital Infuzion’s ability to manage our own accelerated growth. Under her leadership, we developed the long-term perspective that is deeply rooted in our culture. From the outset, we committed to delivering sustainable solutions as our clients’ long-term partners and to supporting our own organic growth by promoting talent from within.

Ms. Virkar’s founding work produced not just these tangible results, but also intangible results like the warmth, dedication, and sense of common purpose that are in the air at Digital Infuzion.

With an M.S. and M.B.A. in finance and marketing from The Johns Hopkins University, Ms. Virkar develops corporate performance metrics and goals, promotes work/life balance, and oversees all investor and government relations, public affairs, and internal communications.
